How could my (47 yo male) TSH be 9.3 and my t4 be normal at 1.1?

How could my (47 yo male) TSH be 9.3 and my t4 be normal at 1.1?
TSH has been in normal range on yearly exams (betweem 3- 4.5) and now in November 2010 was 8.5, and re check 3/1 was 9.3? Doc is saying as long as t4 level is ok, we shouldn't worry about tsh?
